I've tried proactive, I wash my face with face wash, tone, and moisturize... But nothing seems to clear it up .
(my sister has also tried medication, + the pill, which also hasn't changed anything)

You've probably heard this before: what you put into your body is more important for your skin than what you put on your body. I can vouch for this myself - my acne is pretty much gone since I stopped eating greasy food, soft drinks and junk food. And I used to have bad acne! It took a couple months to see the full effects, so this definitely isn't an overnight miracle, but the results are lasting and you can imagine that you'll feel better overall after you clean up your diet.
As far as things to put ON your skin, I recommend lemon juice. You'll need to squeeze a fresh lemon and apply it onto your skin with a cotton ball or something like that, after cleansing your skin. It'll sting a bit but I've found that the more times you do it, the less it stings. Leave it on for 15-20 minutes until the juice is all dried up, then rinse with warm water. Do this 2-3 times a week and your complexion will start to even out and any acne scars will fade.
Also, it's important to exfoliate and cleanse skin regularly. Make sure you have a makeup remover that takes EVERYTHING off.
I have a stomach problem, so I allready am making an effort to eat healthy. Good food + water etc...

I will definitely try the lemon juice thing, see how it goes.
& I always make sure to take off my makeup before bed, I know leaving makeup on is a big no no.

I use skin food and it works quite well for me.They have many products for different types of skin.I use the one for trouble skin.It doesn't have side effect since the ingredients are all using natural plants and fruits.You can try if you want. link
Silk peel (facial) once a month
Exfoliate before bed
Cleanse before bed and in the morning
Apply green tea moisturizer
Apply SPF before you leave the house. Doesn't matter how the weather is even if it cloudy.
This works better then proactive. It gives you a even complexion too.
If you use honey, olive oil, vitamin e oil or avocado as a mask once a week that will even out your skin tone too.
Cod liver oil is good for your skin.

you don't want to mix them all together.
you can mix strawberry, honey and dead sea minerals, and apply it as a mask. strawberry makes the skin lighter and will get rid of the pigmentation.
olive oil and vitamin e oil are almost the same except vitamin e oil is much stronger. leaving them on for 20-30 min repairs the skin. but you have to be very careful with them if you don't use it right it will make you break out by clogging the pours.
