Better than weighing and measuring everything (that would drive me crazy), just be honest with yourself and what you are doing. Get spartan... but don't forget to eat, especially about 1½ hrs before you train and nothing for an hour afterwards.
If you are having a real weight training (with weights) day, its long been an axiom to get some easily digestible protein with all some carb within the 1st ½ hr-1 hr directly after you end your workout- to help your muscles reconstitute better. Either an apple and a handful of peanuts... or a cup of chocolate skim milk... or some protein powder and juice-water shake. There's been debate over this though.
Don't forget- that even though you cut out fat and carbs and go high on protein while you train, you DO need some fat in your diet... about one tsp full a day. Most people get a lot more. You can put flax seeds in a smoothie, fx... or just eat a small amount altogether from the things you eat.
Remember- although nuts are high in protein they are also high in fat. Get to learn the nutritional value of the food you eat.
You WILL lose the weight, if you want... be patient, but get serious about it too. In the end- and someone else said it first- develop a way of eating that you can live with without counting every calorie. It has to be a way of eating for life, in the end- though once you've lost the weight you will burn much better and faster. As long as you don't totally sloth out you will be able to normalize somewhat.
Generally developing a healthy, proper diet will go a long ways... and allow you an occasional treat as well, naturally. A small piece of very dark chocolate is actually healthy... just as is an occasional glass of red wine.
Drop the weight you want to before you start treating yourself, tho... and stay away from all alcohol while you are training.
Try not to make it all feel like a "diet"... but a "way of eating"... "a way of living". Once you wrap your head around it it gets easier.
I know this works because it's exactly what I did some years ago- and I dropped a LOT of weight.

While you're trying to lose: cut out all complex carbs (bread, pasta, potatoes, rice, etc). Stick to lean proteins and vegetables. Drink plenty of water. Eat chilis. Drink grean tea- make a pitcher of it and put it in the fridge for iced tea (no sugar).
Work out with a program high in condi- training (bike classes at the gym are good... elliptical or stairstep machines, etc. Push yourself. Running is good too. Someone mentioned sprints. That's not a bad idea. You can do both. You can also do some "uphill running". Go easy at first.
Talk to a trainer at the gym about developing a weights program. You want to strengthen your body mass since a more muscular body metabolizes and burns fat better. Be patient. Work at it. Make sure to let your body rest inbetween weights workouts to reconstitute. Get plenty of quality rest as well. The going to sleep reasonably early is a good piece of advice too.
Do all that and you WILL lose weight.
There is a very low chance that you acutally have condition that prevents you from losing weight. But as I said, it's extremley rare. Chances are you're doing something wrong.
If I had to guess, from what you described, it's not being persistent enough. Do you sometimes start a diet, so no results and quit after 2 or 3 weeks?
Losing weight takes time, just as gaining it. Crash diets won't work, you have to do something you can stick to for the rest of your life.
First of all listen to your body. Before you eat, ask yourself if you're really hungry or just binge eating or eating out of boredom.
Try the paleo diet, it helped me to lose the last 5 lbs. It's hard at first but after a week or so you'll feel a lot better. For me it's not a plan I could stick to forever but for others is is. Once you've lost good amount of weight, you can return eating healthy and responsibly.

Can you maybe recall EVERYTHING you ate in the past few days and write it down. That would help in telling what the problem is. Be honest though
Not only is vomiting bad its unhealthy and your teeth will turn black! Try this instead...
1-eat five small meals per day starting with a healthy breakfast
2-drink at least 64 oz. of water per day
3-carb cycle..high carb one day-low carb the next
4-exercise..lift weights at least 3 times per day and cadio 2-3 times per week with one day off to rest.
5-have a cheat meal

If you stick to 1300-1500 cals per day; keep it to fruits, veggies and lean protein; do NOT vomit, you will lose weight. When you drop to very low level of cals or vomit,your body wil think you are starving it, and it will fight to perserve fat.
At 1200-13300 cals/day + exercise there is no way you won't lose weight.

Try replacing all your drinks with water. On top of that do sprinting instead of jogging. That promotes weight loss as opposed to stamina building. Cut out your "snacks" and get to bed early so you can get lots of sleep, lowers hormones which increase hunger and speeds up the metabolism.
Ps: don't throw up. Gives you more health risks than benefits.You should just continue. The body takes time to adjusts.
Don't count calories just cut the bad carbs!
Try going vegan.
