With the yeast intolerance, that means that he won't be able to eat most baked goods (bread, rolls, cakes, pizza crust, etc). Pretty much any baked good made with dough that "rises" is a no-go. I would also avoid using crackers and pretzels just to be safe.
If you are making something that requires a thickener, use cornstarch instead of flour.
Also refrain from using cheese, vinegar and wine as cooking ingredients (all fermented foods contain yeast).
Also, no beer with dinner; fermentation. :-P

As for the vegetarian part, you can't use the following food items:
gelatin
lard
any type of meat boullion, stock, broth or drippings
some premade seasoning/flavor packages (make sure to read the label)
any pre-made food that contains meat ingredients (such as 1000 island dressing with bacon in it)
What you CAN use:
dairy (butter, heavy cream, milk, sour cream)
eggs
meat substitutes (most are made out of soy or mushroom and have "similar meat flavor")
vegetable stock/broth/boullion
if you know he consumes seafood in his diet, you can use seafood stock/broth/boullion

Pasta is able to be used for your meal; it contains wheat, but doesn't contain yeast, so you could do a pasta dish with a spicy cream sauce (no alfredo because it uses cheese, remember?).
Remember that mushrooms and eggplant are used in vegetarian dishes to add a "meaty" texture to vegetarian dishes. :)

As for the sugar, make sure you read the ingredients on any canned or jarred good you use to see if sugar is listed as an ingredient. If so you can't use it, so you're probably can't go the "semi-homemade" route with this meal! :-P
For the dessert, you can find sugar-free variations to foods such as custards, puddings, pies, etc.
