I honestly recommend getting to your target weight then toning up, and if you're gonna do weights, keep it as far away from the cardio as possible unless you're doing muscle endurance.
The reason I recommend getting to the target weight first is because then you can pick and choose what to tone after. so if you want to tone up your arms and so on you'll be able to focus on them better.
When you gain muscle, that may confuse you when it comes to losing weight because muscle is part of your weight. So if you burn fat, then get it back in muscle, you may think you're not burning fat when you are.

Women' bodies don't have bulk producing hormones like men do. So you have little to worry about as far as looking like a body builder or anything like that. But not only will it make you stronger and give you more energy. But you will burn more calories even when at rest.
