Generally speaking strength training should ALWAYS come first. The reason being is because you MUST have fresh muscles that have not already been taxed going into it or else your form will suffer and you won't reap the benefits. Cardio you can do whanever. But strength training must be done when you're at 100% capacity, meaning not already fatigued from cardio.

Weights and then cardio. Whether it's for fat loss or for bulking makes absolutely no difference in what order you should do it in - whether you gain or lose weight is a lot more to do with your diet than your training anyway.
I've always noticed the guys at gym with very good physiques lift first and then run on the treadmill after. Not sure why but that's what I often see.
They say weights first then cardio..as you body plays out the longer you workout...so weights first.

5-10 min of cardio (helps warm up)
strech (to avoid hurting yourself while lifting)

Keeps your heart rate up the whole time.i don't think it makes a differnece in wich order you do it.
