How do you know which fat people haven't tried to lose weight or aren't trying to lose weight? Are you only talking about people you know and you've spoken with?
I complain about being fat sometimes. I'm not currently "doing anything about it" in terms of extra, stricter control of my calories and exercise. But I have done calorie/portion control in the past and I always struggle with losing weight. My mom put me on a pill to increase metabolism in high school and I lost 40 pounds but when I stopped taking it, I gained it all back. Losing weight is very very difficult, especially if you're actually "obese" or very overweight. Body chemistry is everything as well. I don't think its fair for slimmer people, who have never had to go out of their way to be slim and can generally eat what they want without gaining much weight, to comment on what I "should be doing." At certain points of my life, I eat way healthier than most slim people I know. My skinny roommates could tell you that. They eat like monsters and they're still thin.
I also complain about society's attitude toward "fat people," which I would do regardless of my weight, due to the fact that I have a functioning brain and I like to analyze our cultural trends in how we criticize and demean different people. It affects me personally, to an extent, but to be honest I haven't experienced direct teasing about my weight since middle school. Well, there was this one girl in college. My friends told me she was an asshole, and her psychologically damaged ass snapped on me after I corrected her on something she should know. She mentioned my weight and said she'd get a better personality after I lost weight. I was like, well you're going to be fucked up for a while then, crazy bitch. Oh and there was one really unattractive woman in my last internship who was kind of jealous of me and she commented that I didn't have the body type to be a stripper. I was like, okay... I can live with that.

They do try. It is like having an addiction. Try telling an alcoholic to walk into a bar and have one drink. The will be likely to relapse with that one drink. Unlike alcohol, food is something that you can't avoid. So they face their additional daily.
The unnatural food we have today wrecks having on people's bodies. Fortunately for some it doesn't effect everyone the same way. The food companies have invested a lot of money to convince people that fattening food is healthy. So there is also a lot of misinformation about diets and health.

Because complaining is easier than taking your damn head out of the feed trough!
What if they are just pointing out the obvious because it takes effort to change but they could not have the motivation to start.
