To me it refers to an over bearing mother than always cuts her son's meat ( steak, pork chop etc ..) up for him even though he's old enough to do it himself. So he would be a mama's boy so to speak.
Ex. I can't believe she cut's up his meat for him!
Urban dictionary says it's a rude way of a guy saying he had sex with a women.
