Interesting question. Given human nature these days, you can't rule that out.
They already commit so many victimless crimes that are never reported to the police.
Crime doesn't have much to do with how fit a person is.

Well, it depends on the science lying under that hypothesis. Testosterone is what make males more aggressive so if female were stronger because of testosterone, they would probably commit more crimes.
Women already commit crimes, I don’t think strength has anything to do with it.
I think women would be inclined to commit more crimes involving physical strength. men would commit less crimes because they aren't as strong.
