It depends what kind of worst, there are just some things that are just way out of line to tolerate. So I'm just staying neutral on this one.

*Sorry... I see people on this Q have no idea what 'a person at their best and worst' actually means... A dictionary would do wonders for them.
A person at their best "In one's prime, most positive, or most adept condition or state." , so you can conclude that a normal person at their worst is deeply depressed, negative, at their worst psychological or physical state... so maybe not adept to do anything (useless).
This quote has nothing to do with being 'a bitch', 'a bastard', 'a malevolent psycho' - it has to do with a person's psychological state of mind...
I feel sorry for people who don't understand this without someone having to explain it to them.
