He's right he needs to wipe it to take off company information. Companies that I have worked for had to wipe there computers wiped when they sold them to the general public.

For example, I gave my wife several laptops, all wiped before I did so, mostly because they were company property that I bought from my company, they were work laptops. So yes I definitely wiped them. To do otherwise would be illegal.

If he's programming on the side, he might have a security clause he has to maintain. So by wiping the hard drive he erased all sensitive data.
