these statements are the same but it depends on how the user means, what are his intentions? actions always speak louder than words.

I "fall in love" all the time! LOL Happens quite often. Love is a totally different thing.
"I love you" to me sounds like a choice.
"I'm in love with you." sounds like infatuation.
I can say I love you to friends as well.
