My boyfriend moved out because my sister is messy?

My sister and her two kids moved in with me a little over 6 months ago. She helps me take care of my daughter by getting her to and from school while I’m working and because she’s on food stamps, she puts food in the house. She just got a part time job at a daycare. In August my boyfriend moved in and things were okay for a while but then it got to be too many people in the 2b2b apartment. My boyfriend and I got into a minor disagreement and he exploded and moved out in a rage in the middle of October. Once things cooled down, we talked and he said he just couldn’t take the fact that there was no space but that also, we both feel like we can’t move freely in the apt because it’s always dirty and even if she cleans, it will be a mess within a few hours. We don’t cook because the kitchen is always dirty and she would primarily make our meals. I love my boyfriend and wanted to take the next step by moving in, but we aren’t living together because of space/the mess my sister keeps. She also sleeps on my couch despite me giving her a room for her and the two kids so it’s like my boyfriend and I were always just in our room… I don't know what to do because I love them both and my sister helps me with my daughter. What would you do? :/
