What sort of person arranges to meet with someone else, entirely ignores that obligation & doesn't have the common courtesy to say won't make it?

So I had arranged with another person to do something over the weekend. They agreed.

Saturday morning we texted good morning, brief chat, no mention that they wouldn't be coming. They don't text or call or do anything all day. At 8pm we finally talk on the phone & they say they'll come Sunday.

Sunday again nothing about saying they're not coming. I eventually get fed up & call them around noon (only to be hung up on) then text & ask are you coming. The response is no and I don't think I'll be able to make it today either --- so had I not been able to reach them this would've been another entirely wasted day of mine.

They even had the nerve after not letting me know they couldn't make it, how about doing this event on Thursday. As if behavior wasn't wrong & as if I'd rely on them to show anyway.
