So say a friend suggests going to a resturant next weekend and then ends the comment with well "it's up to you" what does that imply to you.

Friend is Disinterested / Uninterested / Indifferent

Friend is also Interested

Don't look too deeply into things like this. He asked you. Now it is up to you to accept or not.

Or did he mean "The choice of a restaurant or movie is up to you"? That could be a bit passive, but he may have just meant that he would be happy to accommodate your preferences.
