Did we fuel this behaviour?

We employed an office manager. I can't say anything in regards to her work but she seemed OK to me.
We only ever had very brief conversations that were rushed.
We had a trip to manchester 4 days after she started. The day was long and by the time the party started I was ready to go home so I caught the last train back.
When we returned on Monday there was tension.
Apparently she was incredibly drunk over the weekend where she was swearing at team members, wondering off, pissing on herself in an alley, also nearly getting into a fight.
She continued to talk to me like normal but I didn't find this out until days later.

She started to become rather passive aggressive with me over emails about my work, performance and time keeping.
She'd come behind my desk knocking my chair, going into the draw to get things. I felt like she was trying to mark her territory which was really unkind.
I started to feel stressed.
Another colleague invited me out and let me know what was going on where for the first time I felt able to talk freely. It was a shock to hear she had been making fun of the it support guy who started at the same time as her in a group chat. Who the company eventually let go.
(isn't that a sackable offence?)

We had our sports day where she became incredibly drunk, I spent some time just trying to get on with those on my team but then she approached me. Initially to tell me congratulations for coming second and offering me a second sticker to match my personality.
But she decided to delve deeper asking me how I felt she worked.
So I was honest I told her what she already knew.
I explained that we had a off email exchange which she apologised, but we are moving on. And the biscuits changed by her I've received complaints about. She finally asked me if I preferred her to the person doing her job before so I said they're different. But she'd find her feet. Which she sulked off over. As I didn't say what she wanted!
I have reported this to hr, others also.

Just to add she had divulged very personal information to other people on nights out. About abortions, a really weird relationship she had, a stalker partner and the death of her parents. And circumstances surrounding that.
