Guys, Is it true you can do things on impulse without intent to hurt feelings?

i had about 2 situations where I caught my boyfriend swiping up on a girls story and voting on girls ig polls. The first time I told him he needs to stop. Now I see it again I broke up with him. He says he thinks he does it because he’s insecure and whenever he starts to feel low he looks for validation from other girls not with intent to hurt me it’s a him thing and he needs to be better. He says he’s going to work on it because he doesn’t want to hurt me and wants me to be in his life forever. I’m still debating if I should give him a chance too. He’s everything I want in a partner except for this. I know I might regret it if i don’t and a part of me feels like he can change this behavior based off his personality and our relationship, but my mind is changing everyday.

Wait a minute... is he just liking posts and voting on polls or is he leaving behind flirty messages as well? And what type of posts is he liking? Because that almost sounds like a controlling mindset from you. But I don't wanna jump to conclusions without having all the information.
