The driver absolutely controls the stereo. He/she can delegate the tuning and volume control to the passanger is he/she wants, but the decisions are made by the driver. That is the law.

Here in Earth the driver controls the car, and that includes the stereo. I have literally never heard anyone try to argue otherwise.
