There's no reason he or this girl can't just go by themselves. I wouldn't be comfortable with it at all. I wouldn't say he shouldn't go at all, but with someone else is just ridiculous. There's no reason he would be "less of a man" or something, he has a girlfriend.
Girlfriends are better than prom dates. He should know/understand/accept that.

My first girlfriend and I ended up being long distance because we went to different schools. Eventually she wanted to go to a formal dance with another guy. Not surprisingly, I was dumped shortly thereafter and she was with him. This doesn't sound good for your relationship.
If you're uncomfortable with him doing this, just politely let him know that it doesn't sit well with you. If he really cares for you, then he will understand and tell this other girl he's in a relationship and it wouldn't be right.
This is why LDR's fail. Because no matter how good the girl, she is a voice on the computer, not a girl he can hold in his arms.
