How would monitoring them affect their lives?
that's a good question. The NSA was monitoring us all, but we didn't know it and so seemingly there was no effect until we found out, but what happens if you're highly aware that you are being targeted for your race or religion, cops are actively patrolling and searching people, and doing raids in your neighborhood... not to mention with government and a percentage of public support behind that?
