Because they are confused lol. I always answer messages even if its just to tell the person that their methods of flirting suck. Too many guys make the mistake of opening by asking something sexual, and if it isn't sexual then they just say "hi" or something that has nothing to do with anything i posted and i almost immediately lose interest. If you really want to seem interesting then mention something that has to do with their profile or something they posted to show how you found them and that you are interested in their personality. Even girls who play along with that shit get those messages so often that they become boring and typical, some even only answer just to troll you. I once played along with one of these guys just to tell him i had a 10 inch dick (i dont, but i thought it was funny), he then stopped messaging me lol.

Like on a platform like tinder which I mentioned most people are there to hook up so starting out with something sexual then progressing the conversation from there is actually pretty normal. As for instagram. the majority of girls there post selfies seeking validation of some sort so again saying something like "Hello Boobs" intrigues them as they think A it's a compliment or B are confused. If it's A then usually they reply because they want further validation.
Most people on instagram may be seeking validation, but generally they prefer it in the form of a comment that says "stunning 😍" rather then something like: "boooooooobieees", that isn't a compliment lol. I have an instagram, and im always flattered when people say i look pretty or something, because that would be a compliment, but if someone mentioned my boobs i would be pretty creeped out lol
