Science pretty much is capable, just not precise (yet). We can reverse-engineer birds to show characteristics of dinosaurs. The science would likely require the use of stem cell research, which would likely be curtailed by religious conservatives.
That said, what would be the point of re-creating Neanderthals? Maybe a cool thing to do, but besides testing whether or not it can be done (which it can / will eventually be able to be performed), what would be the purpose? Also, what about the ethics? Just because we can, does that mean we should? Should the recreated creature simply be euthanized if we can't provide for it? Or would it be too much like a person?

Not as an established species, no, but enough of them to study the differences in brain function, learning capabilities, growth, emotional intelligence would be cool. They would be raised in this day and age so there would of course be no "culture shock" or whatever that would come from time travel. (also assuming we would attempt to raise them with common decency and not solely as lab rats, which while also morally wrong could negatively impact results)
It would be interesting to see first hand the effect a couple thousand decades has had on our species and where we could potentially be intellectually, emotionally, and physically a couple thousand decades from now (assuming we don't kill ourselves in the next 100-1000 years).

I think Neanderthals already excist , still many of us women think just as when Neanderthals were common, the fact many of my fellow sisters still want a Neanderthal guy as her partner, and choose big tall guys with less brain, do remind us all that we might live in a new time, but the minds of many women still is in the Neanderthal time, and no what so ever has changed in there minds , and guess it's the main reason for wife abuse and BLM, as most who find tall Neanderthal men attractive , and who love the man to treat them horrible, would gladly accept any other horrible things as racism too
no and i have no idea why anyone would want to. they died out and we didn't for a reason... might be better to bring back species lost to the hand of modern man to redress the natural ecological balance on earth but i guess this is the folly of doing science for the sake of it... to me it would make more sence to address the issues of the day like why are all the pollinaters dying off and can we reverse that

The theory of evolution as proposed by Alfred Russel Wallace (using Darwin for publicity, and unfairly, this man's name is associated with the theory instead of it's actual father) IS very real, and does account for why certain mutations propagate, so yeah it does account for how a species can evolve, but it does NOT account for human origins.
No, the missing link that the proposal specified MUST be found for this theory to be applied to human origins was NEVER FOUND and by this point even if it was, these skeletons should be everywhere, it's not satisfactory. Honestly that would outbreak as a bigger form of racism. Also Neanderthals aren't that comparable homo sapiens. That would be something like planet of the apes. To take back Mammoths is fine but Neanderthals wouldn't survive or even evolp to long in this modern world.
An interesting question. I wonder if they'd be counted as human for the purposes of cloning laws. I think there'd be a lot of scientific knowledge to gain, but I can't help but see large batch production leading to massive slavery and bigotry on an unprecedented level, which is really rather horrifying.
