College is literally just a memory test lol after a year or two 80% of what you learn is forgotten. Unless you get hands down experience on what you are studying all that "smart" fades away
Pretty much anyone of average intelligence can complete a college degree somewhere. A diploma is just evidence of time spent. There are educated people who did not finish high school, and ignorant people with graduate degrees.

No, I have worked with some dumb ass zero common sense IV league 4.0 ers. They know how to beat the exams is the bottom line.
It entirely depends on the degree but even so it's not 100 percent accurate as to how smart they really are.
