What if a dictator were to rise that would specifically target rude people and give speeches that scapegoat rude people. I’m not saying to go einsatzgruppen SS on rude people but give rude people hefty fines and bar rude people from obtaining authoritarian positions. Would the dictator be considered a hero?

For example, you go to jury duty and you try to be nice to everyone in the court. You say “hi good morning” to the security guards and they just give you a mean look and say “Move along idiot” with a nasty tone. That’s rudeness right there. Unprovoked verbal hostility.

They don't need to explain themselves to you. 2) If someone is holding his hand in his jacket pocket and is about to rob a bank. Or it's the guy who ran over your dog. Or it's a guy who just said he'd f*ck your 16 year old daughter... Then a sucker punch would be justified to the one throwing it, regardless of you or anyone else knowing the intent behind it or not.
3) What constitutes "a simple question" is also subjective. I could ask "Are you SURE you're not a homosexual who likes to juggle cum?" in a (false) polite manner, and then proceed to do so six more times in a row. If you show any signs of annoyance or irritation to me, I could then deem you as "rude" and proceed to sucker punch you or shoot you in the face by your own irrational and arbitrary logic you've said in this post.

I fully agree with @ronaldo75, rudeness isn’t subjective and as a society we used to know exactly what constituted rudeness.
Then the definition of "rude" would just be relentlessly attacked by everyone who wanted their opponents targeted. Any social system can work if everyone agrees - including a dictatorship. The problem is that will never happen. People will always disagree. Even if you rationalize just killing off everyone who disagrees with you, in a mere 20 years all your children will disagree anew, and you can't kill them off (or at least not rationally).
The only system that exists that works when everyone disagrees is democracy. Democracy is the idea that every law or policy must run the gauntlet of ensuing everyone it affects given a chance to weigh in before it becomes official. The main drawback is that it necissarily makes any work slow moving, but this is also the main feature as the longer it takes the better chance for everyone to weigh in. However, response to emergencies are not sometjing tjat can move slowly, by their nature, and so those systems of authority and resources must be established in advance.

Assuming that is how it is defined, then rudeness is as subjective as unprovoked verbal hostility is subjective. Who is to say when someone feels others are being hostile towards them? If someone is feeling threatened by you, you can't just say "no you aren't because I didn't intend it that way." What is hostility is subjective. What is unprovoked is also subjective in much the same way. And, because these are both 'feelings,' it's almost impossible to separate the genuine from those who lie about feeling that way to cause grief for their enemies.
as to your other point, preventing rude people from gaining positions of authority doesn't make them any less rude. And "punishable by a fine" just means legal for a price. What do you do with a rude person that can't pay their fine? Take them to prison? How do you prevent the prison guards from being rude? If the prison is going to be anything but rude to the prisoners you're basically going to have to pay for the prisoners to stay in a luxury resort, which if the dictator had that kind of money to throw at poor people in the first place maybe he should have and they wouldn't have ended up so rude. It's cheaper to just march them all to a pit, shoot them en mass, and cover it with dirt - and that's exactly what dictators have been doing for at least a century.
I'm saying that's what would happen. And if you went for a fixed definition of rude, rude people would attack the words used in that definition. But to be clear I'm not defending this, I'm saying it is what would happen. Because such things have already happened. There's even a name for it called "arguing in bad faith." Under your proposed system when someone wants something that someone else has, they will not seek to earn it but rather bend all efforts towards figuring out how to call the other person rude and themselves their victim. Mocking someone, name calling, and insults of any type were understood to be a form of aggression. It was likewise understood that men are accountable for their words.
