Seems like something someone who is trying to cast their attempt to soothe their fear as a strength would say. Being paranoid that anyone could be out to get you is a fear that you could lose to anyone. It doesn't make one a "tough person" to arm themselves to the teeth because the reason they are doing it is a fear beyond their control. That's a weakness they are covering with Kevlar and then bloating up a culture where pretend Kevlar is a symbol of vigor and fearlessness instead of just a cover for a common weakness of a helpless species.
A year ago I bought a handgun and a shotgun. I am looking at assault rifles now and wast to buy a smaller handgun for concealed carry. I am expecting the worse in November.
I support it. Or will have a lot of innocent people being murdered by criminals.

"Stay strapped or get clapped" basically means being armed so you're not left unprepared if someone choses to attack you.
"Strapped" refers to a rifle strap but it doesn't necessarily mean a gun. It could be a tazer, pepper spray, knight stick, and so on. Just something you can use to protect yourself.
"Clapped" essentially means to be killed or seriously injured.
