@kavakava Interesting, thanks for sharing! I know what it means now. The video mentioned “soften criticism” and I think Californians are known to be overly polite and I think it might be due to that as a way of being nice. But I do feel like it’s not a California thing, I personally have only seen this in a few people.

It's certainly not confined to california. Figure this from people all over the United states. But I also don't agree that it has anything to do with politeness. Seems more like a strange habit.
