In the United States, for the most part, each state determines marriage laws.

The Federal Government cannot ban marriages but it can, constitutionally, "ban bans" of marriage. For instance, 10 years ago, the US Supreme Court ruled in Obergefell v. Hodges that states could not ban same sex marriages and that, furthermore, any state and the Federal Government had to recognize same sex marriages performed in other states.

So, in the US, in many states, you CAN marry cousins or minors. Not really. The risk of genetic defects as a result of inbreeding is actually kind of exaggerated. So cousin f*cking isn’t likely as dangerous as many people think. Maybe arranged marriages, but keep divorce a mutual consideration. I would be more concerned about other oppressive traditions then, like honor k*llings and men being allowed to beat and humiliate their wives.
It’s been said that the strict practice of Islam is incompatible with western culture.
