Yes, I believe *ALL* law enforcement should be scrutinized when such an event goes down.
That being said, I acknowledge that it's entirely possible the police were following protocol and doing the right thing. I simply don't know... and unless you were there, neither does anyone reading this.
Protocol is to go towards gunshots and take out the shooter. Not to stand in the hallway and yell for kids to yell back if they need help. Thus giving kids hiding spots out to the killer. That's not protocol at all

Regardless of a good or bad outcome I think an official review of major events like this is just beneficial to identify what happened, what went well or poorly and what could be done better next time. Putting aside any accusations of corruption involved I just think its a sign of weakness not to review your own performance in critical situations.

@Koneko911 Unfortunately, the police have no legal duty to protect anyone. The courts have affirmed that several times and I don’t think you can sue them either. It’s why I carry a weapon. In a situation like that, you’re probably on your own until law enforcement can get a tactical team there.
I'm not going to blame all the cops, because they were following the orders of the site commander. Just like I don't blame our soldiers in Iraq. They're just following orders. I hope that site Commander is on trial for 19 counts of murder. And I hope the school superintendent is on trial, for having doors that don't lock from the outside. You would think after all these school shootings they could figure that out. And I think the teacher who propped that door open should go on trial. And why aren't there a few qualified teachers that carrying Glocks? And why didn't the cops do more to that guy since they had to go to his house constantly for domestic abuse? And how come social media can pick up on a little tiny disinformation thing, but couldn't pick up on all this guy talking about killing his grandmother?

It should be the officers in scene, the police department and if their training it state training or policies led to that, then those should be held partially responsible too. Those officers chose their own safety over the safety of those kids and that’s not ok. They did not protect and serve.

I don't see why the Governor needs be investigated, but the law enforcement response definitely does, and it will be scrutinized heavily as part of the discovery process when the city of Uvalde is sued.
The performance of the police has been a major topic for a long time so its not like the governor would be unfamiliar with the potential problem and if he is complicit in the bad behavior of the police then quite frankly he should be held accountable for neglecting his duties as a governor to oversee the police.

Local police report to the mayor if it's a strong mayor locality or city manager (in Uvalde's case, the mayor). State police do report to the executive branch and therefore the Governor, local police do not. It's different from Europe.
So, a few questions then. Is the governor of Texas the one who appoints the director to the Texas Commission of Law Enforcement? Furthermore, is the governor of Texas the one who provides the funding for the police? Furthermore, is the governor receiving reports regarding the police?
You clearly have no idea what the role of the legislature is or how state government works in the US. If you think that governors are responsible when there are school shootings, perhaps you can locate a court ruling to that effect. But I think your time would be better spent reading a book on US Constitutional Law.

Like any crime scene, this will be examined and scrutinized, and recommendations made to improve how future similar situations are handled.
