Unless you’re somewhere where Valentine’s Day isn’t the 14th, it’s still more than a week away.
Yeah have a talk with him and tell him you expect an answer. Why you didn't get anything for Valentine's Day that is sad to do to a girl.
How does he treat you the rest of the year?

You are most likely a side hoe for your "boyfriend" and don't realize it. The reason he doesn't give you gifts most likely has to do with him not being that invested in your "relationship".
