Everyone has to start somewhere. If you haven't worked yet, that is okay! If you are worried about not having any type of experience and are in school or just can't work for whatever reason, try to volunteer your time at some different places.
Plenty of organizations could use some extra help, especially if it's free. Plus you can learn lost of skills. Want office experience? Volunteer at a local hospital, school, animal shelter or a charity organization. They can teach you some great skills.
Better yet, someone there might take notice and know someone who is hiring and pass your name along!

I got my first job when I turned 14. My dad let me stock shelves at the Kroger where he's manager. Though you're not too old to be getting your first job. A lot of college graduates get their first jobs once they graduate, so they'd be like 24 or so

No, never is a person too old for a first job, there are many reasons why people delay going into the work force. Here are a few:
A stay at home parent
Continuing education
religious retreat (monk or nun) monastery, Ashram, Kibbutz, etc.
Working on a family farm, or business
Volunteer service with the peace core, etc
Military service
Prison
The biggest thing is to have a good explanation as to why you have not been working.
Never "too old", besides, what are your alternatives? Wait until you're in your 40's? (Even then isn't "Too old")

I was working 20 hours a week during school and full time during holidays at 16. I was working 30 hours a week and full time during holidays in university. First proper full time job at 22.
Never too old. Some people have schooling priorities and don't work until after. Others work before school at an earlier age, or just go straight into the work force.
That's like asking what age is it ok to die of starvation.

Older than normal, most people I know started working at 15-16. No such thing as too old, better late than never.
