Some people don't like to talk about emotions - their own or others'. I was really close with a girl like that. Situations like that made her feel uncomfortable because she didn't really know what to say to people. It might not be that she doesn't care, but it might just be that she doesn't know what to do in those situations. Some people are just like that. I could be wrong, but that's just my guess on the matter.
You just have to accept that that's who your friend is. Not everyone wears their heart on their sleeve. Some people prefer to not let their emotions show and some just don't get affected the same way others do by "sad" things.
You should consider talking to her. If it bothers you, and if she truly cares for you then she will work on it. Just talk to her and hopefully she will change. :)
Some people just don't show emotion. It's not a requirement for a friendship. But, talk to her. Find out why.
