The nice decent ones who check you out from afar, well you don't know anything about them, including how nice or decent they are. Some of them undoubtedly have girlfriends but they aren't dead, so they look. Some may be intimidated by how you dress or look, as some girls that are particularly good looking appear to be unattainable.
Finally, overall, because it happens to me too, if you are good looking you just attract more attention period and a certain amount of guys who find it easy to approach attractive women act like jerks. They may just be feeding their egos to show their friends that they can talk to or be with hot women. Or they just have that fake confidence that comes off as being a turkey. Finally, some have no regard for a woman's feelings, they just see you as an object, not a person.
So, the flip side to this is that you do attract attention, but, yes, it gets tiring. I have personally looked at dressing nice but more on the "nice" side and not the sexy side, and I see that I get more attention from low-key cool guys than jerks.
They are scared and shy, they don't have the confidence to approach you or they figure there is no point as you probably would never go for them. The "jerk" guys have confidence, hence why they constantly approach you. Unfortunately, this is going to continue to happen until you get older or meet older guys that have gotten some confidence. If you want a nice guy you're going to have to do some of the initial legwork in starting to talk with them first.
When you're dating jerks all the time, the good guys might think that you're not interested in someone like them and back off.
