If a girl says "I don't think I'll be able to, maybe some other time," is that a rejection?

So I've been on a couple of dates with this girl, and while things have gone well for the most part, there has been a little awkwardness. She seems to be very awkward and nervous about dating, and I must admit that I have been a little awkward with her at times too. However, overall I feel like I have been comfortable and at ease.

Anyway, today I asked her if she wanted to go to a specific place tomorrow night. She replied, "I don't think I'll be able to, maybe some other time." She left it at that and didn't suggest any alternative times or ideas.

Now my first instinct was that this was a rejection. However, upon thinking about it more, I have become a little less sure of that. I don't see why she would be turning me down now, as we have already been on a few dates and they went well. It seems like a weird time to reject me, especially when nothing really happened. The only other possibility I can think of is that she is relatively inexperienced with dating (I don't know this for a fact, it is just a hunch) and she requires more persistence/is too nervous to initiate things. She is just impossible to read, so I'm not sure.

Is it possible that she could still be interested in me? I didn't try asking her any alternatives at the time, should I ask her to do something another time? If so, how long should I wait before asking?
