it would be possible that your mind could create a person and then somehow you meet that person in real life. And I supposeif you believe in God then you would assume this was fate. I would more than likely think that it was a supremely rare coincidence.
That said, your brain is probably conjuring the image of what you really really (subconsciously) are looking for. You may meet this person and they may resemble what you dreamt about but then it would really be your mind sort of tricking you into associating the dream figure with a real life figure.
Our minds are powerful (scary powerful) and this figure could appear and suddenly you'll think "you've been what I've dreamed of" when more than likely the figure in your dream looked differently but when you come into contact your mind sort of morphs that dream figure to better resemble the person you actually see, so as you recognize them as "the one"

Apparently every face that you dream you've seen at least once before. One theory is that the brain can use dreaming to simulate different outcomes for a given scenario. Sleep is when our brain sorts and stores the information we take in every day, so it's not a stretch of logic that it would also consider how else it might have handled a certain situation. It would also explain why we tend to dream about the more intense emotions, fear, love, excitement, curiosity. It could also help explain deja vu, where we feel like we've been in a situation before.
Of course it could very well not. No one really knows.

There are some examples of the human mind generating images in dreams of future events or future interaction with individuals.
As for the reason or meaning, that's a little harder question to answer. The reason probably will not be revealed to you until the precise time the particular event is actually occurring. So in that regard, there is nothing you can do to prepare for whatever reason it might be. Just be aware, pay attention to what's around you, and don't worry about it too much.We all dream about people we can't recognize. I tiink they are an amalgam of many different people we HAVE met, so it's difficult to recognize them, but as in your case, they usually DO look vaguely familiar to us, since all their individual traits are taken from real people we've met.
Well if he is not someone you occasionally see with out realizing it... Then it is not going to be one of those dreams you come here telling you saw into future with, after you one time do notice him.
Well no. Dreams are dreams. Searching meaning in them is nothing but waste of time.Every face you see in your dreams are from people you have actually seen before. The brain is unable to make up a face itself. That is probably why you thought he looked familiar.

I too continously have been having a dream about a girl that I never met before. And am having the same question.
Maybe this guy is simply a dream manifestation of, pun intended, your dream guy.
