In both cases, you have some romantic interest in your partner for the evening, but with a date, there is a clear understanding that I have a romantic interest in you and I am hoping that you will feel the same. With "hanging out," I gonna act so casual that if you think I'm interested, I can deny it and say you over-interpreted the situation because it was just chillin'. And then, when you hang out several times and its obvious that there is something going on, you will say "we're dating but it's not official," (like you need to go register at the courthouse to make it official!) so that, if it falls apart, you can say, "well, at least we weren't officially dating!" And when you break up, you'll do it by texting each other and you'll announce your status change on Facebook instead of actually telling people. Finally, later on, you'll complain to your friends that you and the guy just didn't seem to have an emotional connection.
Go fucking figure!!!

I suppose hanging out is more casual with no real intention to court, no pressure on either party, but hanging out could be the ultimate cop out as well. You could hang out with a friend as well as you could with a girl you may or may not have an interest in... dating is when you really enjoy the other person's company with a possible view to the relationship developing, I believe.
Hanging out is just friendly interactions, no obsession, no asking each other out, no trying to get physcial just chatting and light hearted jokes, a date is obvious attraction, hugging, kissing your cheek, going for dinner and always complimenting you on your looks and your personality.
Not a guy, but adding my thoughts if that's okay...
Hanging out is for the teens and young adults. A date is what happens as we get older.
Date is more intimate like romantic restaurants and so fort, while hangout could be with friend, at home, or bars

In this day and age, where actually saying what you want is considered a crime, or showing a sign of romantic interest is embarrassing, they mean the same. A guy will hay "hangout" to make it seem like there is less pressure.
Now I say date, because "date" makes it clear that I'm interested in her romantically. For the record, I don't ask out a random person, the few women I've asked out, I've been decent friends with firstA hang out would be more like doing stuff normal friends do together, and nothing mutual, while an actual date means there's something mutual actually going on.
You're not really trying when you hangout. You don't get dressed up or go to fancy restaurants when you hang out.
I'd say a hang out is still a date but nobody else would say that.
Real men date. Hanging out is for guys who aren't interested or wimps who are too scared to ask the girl out.
You kiss when you're dating... and touch each other! I like dem touches!!
Sometimes guys will say hangout because it's less nerve-wracking than saying date.
