I'm 5'0" and 21. My thighs are thick with a bit fat in them. They are muscular :(

I'm afraid that if i exercise (wrong kind of exercises) I'll end up looking like a body builder. i don't want anymore muscles. I want muscles to go away. I want to be finally able to wear skinny jeans!
what should i do? what would my diet be? And how can i exercise to get legs like that?

How thick your legs are etc has a lot to do with genetics. For e. g. I don't work out on my legs and they are muscular looking. I work out on my upper body everyday and yet it still appears lacking compared to my legs.
Exercise wise, best thing is to do light weights and cardio, running, rowing machine etc. As long as you're not doing serious weightlifting you won't get 'too big' or anything, you're hormones simply won't allow to.
Diet just needs to be clean, cut out all fast food and sugar drinks. Don't skip meals, eat at least 3 times a day. Eat decent sized meals. As long as the food is healthy and clean, you won't gain weight.

That is just how your are built, it will be hard for you to lose muscle in your legs because your use them every day. I agree with the guy that mentioned swimming to build lean muscle that won't look so bulky. I also think that women that wear a lot of high heels also tend to have more muscular legs than women that wear flats/tennis shoes. Not being funny but are you top heavy? Do you have large breast or more weight towards the top half of your body? I think that has an effect on the lower part of your body as well If your asking your legs to carry more weight they will in turn become more muscular.
Well, the easiest way is to not exercise at all anymore.
But honestly, then your legs might look horrible but not skinny. The muscular variation in the legs is genetic, so you might never look like that second pic.
I have huge quads and calves for example. They are either fit or fat... That's about it. I run marathons, I got told, slow running makes your legs skinnier, did not work for me. Just more fit, which reduces a little size.
Exercises to longer your muscles are apparently yoga for example and a lot of stretching.
and, btw. the legs in the top pic are quite hot...
Skinny jeans are ugly. Just sayin.
Start running. And then don't eat protein. The muscle will go away and you'll get weak but you'll look how you want to.

I honestly find athletic/toned legs A LOT hotter than just slim ones. But your question, my answer:
Jogging. Look at stamina athletes/runners. No doubt their legs are slim, but they are still toned. Muscle volume is mainly build by "heavy" exercises and around 10 reps. So rather go running. And of course watch your diet.Its not easy for women to lose fat on their thighs. So let me be practical 'run on a treadmill or do squats which not only make your legs toned but will also kill the cellulite. Its a long term process for it to work.
The lower limbs incl are probably the only place where its attractive for a woman to have a little muscleWhy wouldn't you want legs like the lady in the first pic? Both pairs are attractive to me, but I do prefer the first pic. Her legs are extremely shapely and muscular.
If you didn't maintain tiny legs from birth, then you have to diet. That's the only thing you have to do. It will go faster if you do cardio aswell. Swimming or running are 2 good choices.
Swimming creates lean muscles like NOTHING else.
Not even jogging will equal swimming in 'efficiency'.
You can combine working out to get muscle mass with swimming to get "lean" legs, waist, etci'd kill to see that this question was made by a guy and not a girl!!!
Running is your best bet.
