A diet that actually works?

I'm not looking for the easy way out by any means here, I'm just looking for something to help me lose weight and stay healthy while I exercise. I already know from years of counting calories that I almost never eat more than 1400 per day, and I typically end up forcing myself to eat a little more of this or that for health reasons. But it's not enough! I just stay the same weight no matter what, and I can't figure it out. So I'm hoping that there is a diet that legitimately works somewhere out there. I'm not above supplements, but I need sufficient amounts of research proving their effectiveness and safety.
