Are you overweight? I would actually recommend that you talk to your doctor about this to see if there's any kinda hormonal issue that's getting in your way. And if not, they can give you your best advice. Every body is different. And if you are in the normal range of weight already, it is harder to lose more.
What I've read helps is not focusing so much on a strict diet (at least, not at first) but looking to adopt a new lifestyle that'll last. Like, learning to listen to your body instead of counting calories. Not eating a few hours before bed. Eating often but in reasonable portions. Eating all three meals. Do you have any problems you can think of in your eating habits beyond the calorie count?

Eat veggies. Lots. Some fruit and whole grain.
Avoid processed carbs or anything with a lot of sugar or bad fats.
I may be biased, but dropping meat and doary helped me a ton too.

Fats.. olive oil.. avacado. Mixed nuts
No secret.. no diet fad. This is what works.. eat these foods at a level where you are burning more calories theb you are eating and you will lose weight.
You just have to self educate yourself on nutrition. Tons of people think orange juice is healthy, pancakes are alright. But those are really really bad for you.
And some people eat the popular sugar cereal (captain crunch etc) and think they'll be fit after doing that to their body every day 😂😂

I don't think 1400 is healthy. Even when I was cutting I ate 1700. Just eat an overall healthy diet. Keep in mind how people react to food is different so there isn't just one answer. Moderately restrictive Paleo is probably the best overall lifestyle and diet. Basically you cut out anything we aren't meant to eat or process. Including junk food and processed sh*t.
I've been on and off paleo for about 2 years (depression kinda put me down) and it's made my life sooo much better. You cut out dairy, grains, beans (some), and other things that just isn't good for your body. It promotes a healthy lifestyle and eating wholesome food and it makes sense. Hope this helps!Get a calorie counting app (My Fitness Pal) which will tell you how many calories you need a day to lose weight, and force yourself to put accurate entries.
Trust me I was in your same boat, wondering why I was eating so few calories but still not losing weight. Then I started using the app and it works. Well, seems like fasting is the way to go. I've been checking out Reddit for that; and some are fasting for a week, only drinking liquid, and then eating for one day (a normal three meal over one day) and then fasting again.
Try to stick to all natural foods
Avoid SUGAR -don't cut everything out at once, but instead of eating 6 cookies, eat 2 etc
Hit the gym 5x a week (no excuses)
Don't drink your calories
Drink green tea lol

If you're holding steady at 1400 I would focus on metabolism boosting and resistance training while eating at maintenance for 3 months, hen consider trying to lose weight again.
Water. Healthy fat. Non processed carbs. Don't starve yourself. Eat eat eat, but eat healthy and NATURAL foods.

Paleo is a really awesome and somewhat easy diet to go on if you're okay with giving up carbs
ketogenic diet, look it up, its healthy and cost money but has worked so much for me:)
I've heard about the S diet, I would check it out, I've tried it myself and it's pretty easy
