Cardio. And how long is "too long?" It can take up to 6-8 weeks to see the results of a consistent work out routine. There is no magical trick that'll make it go faster without it being a detriment to your health.
PS- there is no such thing as "toned." Your muscles are already toned. :p What you're having a problem with is excess fat. Unless you had some sort of laproscopic surgery. Then it's just loose skin. :/

If you want to get toned fast, hit the weights.
Do about 45 minutes of cardio before lifting. Whatever your weight lifting routine is, make it no less than 45 minutes in duration. Consume plenty of protein and allow about 1 day of rest then keep going.
Lie in bed long enough and eventually you'll feel like stretching out some muscles. It'll take care of itself eventually. Fast though? Can''t help you. What's the big rush about?

Do cardio in the morning, after you wake up and stretch. This way, you have no glucose in your system and you will expend only stored energy.
If you need to, vary your diet only by eating a decreased amount of everything. Don't just try to eliminate fats and sugars completely, because your body DOES need these things to function. Consistency and improvement in your workout is much more critical than counting calories.
