Don't worry I have those issues to with being so thin and I know some May say there's a difference but it's not bc we are both insecure and I'm 15 and I'm learning to accept that god made me the way he wants me to be and I'm not going to let other opinions bring me down because I don't doubt gods judgement
So just remember you are the way you should be
Don't worry about how fat or thick or skinny or whatever you are because your beautiful the way you are and if you want to try and eat healthy and exercise do it for you not because others judge you or say something
Bc I would try and stuff my self just to gain weight and what good does it do bc nothing's going to change until god feels it's the time... I know I wrote a long paragraph but I just want you to know that your not alone and to feel proud of yourself

I think you have beautiful eyes by the way :) yes you could lose weight but you're not fat. Yeah you'd look better if you lost about 10-20 pounds and toned up. I just started working out and I feel better and its a huge confidence boost to do it. I think you're a lovely girl so don't feel down. Everyone has room for improvement.

You are fat, yes. What you chose to do is your choice. You're allowed to feel self-conscious or have a desire to lose the fat. Hell, you can stay the way you are if that 's what makes you happy. What's important is your happiness, because that's what is going to determine your self-esteem. Stay the way you are or make some changes, it's entirely your move :)
It doesn't seem like you're unhealthily overweight to the point where your weight could cause health issues (but of course that's based off of pure visual and can only be accurately determined by knowing your height and weight) but you're carrying a lot of excess fat.
Could you lose weight? Yes. Should you lose weight? Eh, maybe, maybe not. Are you what would be considered trim and in shape? No. Are you average? Yes. Dare I say it, you're on the low end of average. You're not obese, but you're not stick thin either.
Your not thin but your not fat yet - just a little on the bigger side. You can also lose the weight by eating healthy.
I wouldn't say you're fat. Just chubby. A bit of a gut there. But if you lost a bit of wait, you'd look very sexy.
