It would depend. If I was on a date with a guy I was into and he kept subtly touching my shoulder or arm .etc then I would probably be fine with that, I'd probably feel pretty good.
If he was just a friend or someone I'd never met, that would probably creep me out.
Even if I wanted him to touch me for whatever reason, it's not because it's a "turn-on." Unless it's getting sexual, but bumping into me and rubbing my arm? That doesn't turn me on, it just makes me feel either uncomfortable or like I'm bonding, depending on the guy.

It really depends on the guy. If the guy were my boyfriend and he was "accidentally" rubbing on me then yeah, that'd be a turn on. If it were a random guy on the street or a friend that'd creep me out.
