Liking someone is more of a "hey you're cute, let's see where this goes" and having feelings for someone is more of a "wow, I can really see us being together. I want to pursue a relationship with you." I wouldn't say it's considered as being in love because when you have feelings for someone it's more like you care about them in a way that you don't care about anyone else. You want to continue seeing them and make sure that you get to be with them. Being in love with someone is really something you can't explain, but you'll know when you're in love. Hope I helped!

Having a feeling= You are INTERESTED in someone enough to want to get to know them.e.g. an exotic looking girl or a girl who impresses with her intellect at a debate or other social setting
"liking''= You have spent some one on one time together ( dating and/hanging out),after communicating with them for some time you figure that you two are compatible and you want them around ( bf/gf) for because now you KNOW that you "like" them

so you have feelings about someone you can "like" them, equally you may just "lust" for them or you could ask stupid questions on the internet about the difference between Iphone 4 and an iphone 4s
