Depends in how long you have been together. You can wait a few days for him to remember maybe throw some hints his way and see how good he makes up for it.

He probably forgot. I tend to know them by date, but I don't realize it's that day.
In fact, I've just managed to almost forget someone's birthday whom I remembered that she had a birthday the next day, aka tomorrow. I sent her "happy birthday" just now.
Well is it possible that he just simply forgot today was your birthday? I forget my own parents birthday. haha
the day isn't even over, jesus, maybe he has a big surprise for you, get over it, and dont be so paranoia about it.
