I wouldn't go younger than 17, and that's pushing it. Really. There are huge differences in life experiences in just those couple of years, if you truly think about it. Sure, you can date a 16 y.o., but you need to think of her and what you might be taking away from her & her life if you do. Remember, she's still in H.S. & needs to continue experiencing those H.S. things. Those things will seems very childish to you most of the time. She will feel the need to act grown up & then miss out on some important parts of her youth that she'll never get back.
So, yes, you can date her, but please give it lots of serious thought first. If it's meant to be, she'll be worth the wait in a few years.

17 is good, I think 16 would be pushing it 3 years isn't a big a difference, but it doesn't look good on your part. People will automatically assume that your just taking advantage of her and so on.
17. Two year is always a good rule of thumb. Once you get to your twenties it doesn't matter as much (unless they are not in the 20s) but for your age I would say 17
18, is the youngest because that's legal I wouldn't date any younger because then you could get in trouble for dating jailbait
I honestly wouldn't go lower then 16 but that seems like it's pushing it. I'd say 17+

there's no set rules... it just depends, case to case.
use the half your age +7 rule (so 16 and a half)
I would say not younger than 17.
