I was discussing this with my friend. I told her that no girl would ask a guy that unless there was mutual attraction because it can give off the wrong signal otherwise.

There are big chances that such questions are only asked during truth and dare situations. And it is very much likely that a guy will say 'no', because he does not know the basis on which this question is asked.

Whether it is a genuine question, or a truth or dare forced question, or she is just trying to make fun of him. He does not know that. Hence, he will try to be safe and will say 'no' to her. Mostly.

If a guy says 'yes', there is a very small chance that his feelings will be reciprocated. It is more of a chance that his fun will be made, instead of just letting it go.

I know some girls are like that, through personal experience. And these get highlighted to other guys as they make most of the noise.

I think it's a safe assumption to make but there's still women who generally ask this out of just curiosity. In my case, virtually every time a girl has asked this to a guy or anything related to him having a romantic interest on an other girl, it is because she is interested. do you have a crush on me (or "anybody"), do you like anyone (or "me"), do you have a girlfriend (or "are you single"), etc.
