My friend has been ignoring me lately, should I do the same?

So basically, my online friend has been ignoring me lately. He says he's been just busy lately, but I know that he's actually been online on some other social medias. We used to talk daily, but now it takes him 12-14 hours to respond. Sometimes, it takes him 1 or 2 days.

He replied to my messages last night (13 hours later) without apologizing. I haven't opened his message yet (just checked the notification of his message).

Should I make him wait for my reply so that he realizes that it hurts me when he does that (and he doesn't always apologize for doing that, only once in a while)? Like, should I wait until tomorrow at the middle of the day?

The fact that he's been neglecting me lately really makes me sad (it started a few weeks ago but it's gotten worse over the last few days). But I don't want to look needy/clingy so I don't feel like talking about how it makes me feel. At least not now.

by the way my friend and I have known each other for like 6 months, but we've a lot in common and we usually had a lot of fun talking together. And we've done activies together online.

My friend would give me a polite but serious mini lecture if he felt disrespected by my behaviour like one time he told me he was upset because two times in a row, I logged off without giving him a heads up about my departure time, I did not realize I was doing that cause I was so emotionally distracted but he made me recognize that.
