A few days ago I was at my dads for dinner. My brother, and sister were there. My sister brought along a girl that she was watching while her mother was on a trip. My brother has a pomeranian shih tzu. We have dinner at my dads often, and my brother always brings his dog, but I think his dog was on edge, because he didn't know the girl that my sister brought. Anyways, my sister walked by the dog, and it jumped up, and bit my sister on the leg. I only saw it at the corner of my eye, but my brother quickly dragged his dog torward him. The dog yelped in the process. It may have just scared him, or it may have hurt him. Then my brother smacked him. I told my brother in the past that I disagree with hitting a dog for any reason. We agreed to disagree, so I really doubt just talking to him would do anything. I ended up calling the police department and told them what happened. They said that it's not abuse, and to call them if I ever see my brother hit his dog with a closed hand. They said that they will put it in the record that someone reported it. I feel like it is abuse, and they are wrong. There is a humane society in my town. Maybe I should call them?

If you believe that your brother hitting his dog is abusive, then it's important to take action to protect the dog and prevent further harm. Calling the humane society in your town is a good next step, as they can investigate the situation and take appropriate action to ensure the dog's safety.
It's also important to continue having conversations with your brother about your concerns regarding his treatment of his dog. Even if you've disagreed in the past, it's important to communicate your feelings and advocate for the well-being of the animal. You can try to educate him on positive reinforcement training methods and other ways to discipline a dog without resorting to physical punishment.
In addition, it may be helpful to seek support from other family members or friends who share your concerns about the situation. Having a support network can help you navigate this difficult situation and advocate for the dog's rights.
Remember that animal abuse is a serious issue, and it's important to take action to protect animals from harm. By speaking up and taking action, you can help ensure that the dog is treated with the care and respect that it deserves.
Your brother should know better protect the dog and create a solid alibi to avoid fighting. doesn't have to be you who reported it
