What should I do about my flat mate?

Our house was a very quiet house, we all got along and respected eachother etc. until a a new flat mate moved in. The first night he moved in, he used my body scrubber to wash himself, it was dumped soaking in the shower after. I forgot my toilet roll was in the bathroom that night and he took the whole thing and kept it in his room. Anything you leave out at all, that clearly isn’t communal, he will use it. He’s also extremely loud and there’s a rule in the house that our landlord has in our contract for no house past 9pm.

I wrote a note and put it in the kitchen just to say to not use other peoples things or personal hygiene cloths. I keep all of my things in my room now. But I left one thing out…. it was my sponge that I use to clean my shoes…he decided to use that to wash himself and “claim it” as not only would it be dumped soaking in the shower…. he put his soap on top of it so he decided it was his.

I had to take a pregnancy test for a blood donation (it’s negative anyway) but I hid it in the bin. He digged it out to see it. He also wakes everyone up on our days off at 6am in the morning and even my flat mate on the top floor can hear him as he will go into the kitchen on loud speaker to talk on the phone. He’s already been politely asked a few times and even the landlord sent an email too and he still won't keep it down. He will even hang around in the kitchen on loud speaker on his phone while we come in to cook which makes it awkward for everyone. I can’t stand him anymore, he’s invaded my privacy, used my personal hygiene things, what should I do? I mean I shouldn’t have to tell someone not to use other peoples loofahs…and to do it again after being told is beyond me
