He does not pursue dating me. I rarely hear from him the next day. I won't text until I hear from him next. He will always text me after we spend our incredible night together to make sure I made it home and to tell me how much fun he had. It is very confusing. I rarely "fit" with a guy so well.

There is no sex. He tells me he is attracted to me. He is very sweet to me when we are together. Cooks for me, etc. He will text me and ask me to do stuff, but we never end up dating.

If he is not perusing you actively then he's not interested in more than being friends with benefits... in this case those benefits are getting physical action from you. Some people can kiss you or even have sex with you but still not feel attached or interested in actually being with you in a serious way. This might not make sense if that is not your style but some people just have the ability to mess around and have some fun with no strings attached.
