He's sending me mixed signals. What should I do ?

Okay so I met this guy who had just got out of a relationship about a month ago. We had quite a bit of chemistry from day 1 and seemed to really be attracted to one another. We have been talking/ hanging out for about 3 weeks to a month now. Everything was perfect in the beginning. He was the one making all the first moves, texting me almost 2 times a day or so. He also would text me immediately after we would hang out to tell me how much fun he had with me and such. He would also say a lot of forward things about future dates etc and things that made it seem like he wanted to move things forward. Anyways, I went to a dance with the guy and met all his friends. We had a great night together as usual. Nothing much happened between us physically. Lots of making out that's it. He didn't try anything more and told me he was too tired and drunk to do so. It seems like everything changed after his prom. He's stopped texitng/ contacting me as often. Now I'm the one having to text him and sometimes initiate plans. Story short, the guy is sending me very mixed signals, he's kissing me when we're together and stuff, but acts weird when I text him, almost that I am an interruption to him. My point being, this guy and I really haven't truly gotten to know each other, but I want to know where this thing is headed, because I don't want to spend all my time waiting around for him if its not going anywhere.. What should I do ? Should I continue to text him or start playing hard to get like I had in the beginning and hope he he tries to come after me again? I really do think this guy likes me, but I feel he's scared to admit it to himself or something
