How do you flirt with someone for whom being touchy is just normal?

A common way to flirt is to occasionally touch the person you're interested in, appropriately of course. But there are cultures where it is normal to already be very touchy and affectionate with even your normal friends. I noticed it is quite normal for South Americans especially. How do you flirt with them?

I typically never break the touch barrier until she does it first, and usually just like her back or arms. I've also gotten a bit better reading body language letting me know she seems like she would be receptive or welcoming to me touching her.

You flirt by how you speak to a person, what you say to a person and how you look AT a person, as well as if you touch them. If you took away ALL touching, how would you flirt --- by using the other 3 things! :)
