A) I think that most girls would find it very flattering to be told that they are beautiful. It also shows that she is in your thoughts, even from the moment you wake up in the morning (romantic!). Most importantly, it shows that you are interested in her, because if she were just some random girl or a platonic friend, you probably wouldn't say that sort of thing to her.
B) It is appropriate as long as you know one another and you have been talking/flirting for a while. There's nothing creepier than receiving that kind of text from someone who is practically a stranger. If you have flirted with her in the past and she seems to be responding positively to that, I say go for it.

It depends where I am with the guy. If we've never dated or we've only been on like one or two dates then I find it a little desperate/annoying when they text me first thing in the morning.
But if it's my boyfriend or someone who I've been dating for at least a little while then it definitely brightens my day :)
